Just before Congress recessed for its two-week Thanksgiving break, members passed three appropriations bills: Defense, Labor, Health and Human Services, and Education (Labor/HHS), and Transportation, Housing and Urban Development (THUD). President Bush signed the Defense bill, vetoed Labor/HHS, and stated that he will also veto THUD, citing excessive spending as the main reason.
